SOME barangay captains of Cebu City yesterday voiced their objection to the behavior of some members of the City Council, whom they said are seen during the council sessions but nowhere else.

Sta. Cruz barangay captain Jerome Lim said a councilor from the north district, whom he did not name, was more visible in malls than in his office in City Hall.

Lim said barangay captains were worried that some projects may never bear fruit because the councilor, who is the head of a City Council committee, is difficult to find.

“Tawo-tawo lang sa humayan ang maong konsehal. Wa’y nahimo sa konseho. Daghan kaayo og pasalig wa’y buhat (This councilor is just like a scarecrow in a rice field. He hasn’t done anything in the council. He promises a lot, but hasn’t accomplished anything),” Lim said.

He said this and other councilors should take more responsibility than barangay captains because the scope of their work involves the entire north district.

“He should look into the problems of his district. We barangay captains spend morning, noon and night at the barangay hall. The councilor should also stay in City Hall,” Lim said.

Inayawan barangay captain Rustico Ignacio said he knows of a city councilor from the south district who acts the same way.

Ignacio said this councilor frustrates barangay captains from the mountains because the village chiefs have to take the long and hard trip from the highlands to City Hall, only to find that the councilor is not at his City Hall office.

He advised city councilors to at least have a consistent schedule as to when they would be in their City Hall offices.
