Bill to reduce Marina role on sea vessels

CEBU CITY, Philippines – A bill removing from the Maritime Industry Authority (Marina) the power to issue certificates of public convenience to ship operators is now pending in Congress.

This developed even as the House committee investigating the latest Sulpicio Lines Inc. tragedy rejected demands to expand their inquiry to cover the company’s 44 other sea mishaps in the last 28 years.

Bacolod Representative Monico Puentevella, chair of the House committee on transportation, said their inquiry will remain focused on the sinking of the MV Princess of the Stars.

Earlier the Lloyd's Maritime Information Database confirmed that Sulpicio Lines is involved in 45 sea mishaps since 1980.

Meanwhile, a copy of the bill obtained by showed that Congress will assume authority for issuing certificates of public convenience to shipping companies.

Under the bill authored by Cebu South District Representative Antonio Cuenco and other lawmakers, the Marina is reduced to recommending the shipping companies to be issued these certificates.

Marina can also recommend suspension or revocation of certificates and other sanctions. /With an Inquirer report
